‘Our province is actually 90-95% peaceful’ - Kalinga Gov. Edduba

Camalog, Pinukpuk - Kalinga Provincial Governor James S. Edduba, through Provincial Legal Officer Atty. John Paul Baguiwan, underscored the importance of peace in development and progress, and that the province has had a long history in its pursuit of peace.


In a message during the coordinating meeting for the 125th Philippine Civil Service Anniversary (PCSA) and the launch of the Kalinga Convergence for Community Resilience, Empowerment, Sustainability, and Transformation (KCREST), Edduba expressed positivity despite the hardships and trials, saying “Ou province is now actually 90 to 95% peaceful,” citing the data of the 103rd Brigade.


Further, the Governor expressed gratitude to the 103rd Brigade, offering his congratulations to the troops for their dedication and service.

“The governor is very much thankful for this opportunity, for what this activity would bring, and its purpose. Our longing for peace, not just within the province of Kalinga but to the entire Philippines, has a long history of hardships and trials. But looking at the statistics from the presentation of the 103rd brigade, especially during the previous meeting with regards to the situation in our province, our province is actually 90-95% peaceful. So, congratulations to our troops,” Atty. Baguiwan relayed.


Edduba, through Baguiwan, emphasized the need to sustain progress by supporting those with differing ideologies to start a new life by aligning local efforts with national goals.


“Although we have achieved this milestone, the continuity on how we uphold or how we help these—haan tayo met kuna nga ‘mga naligaw sa landas’ pero our brothers who have different ideologies; in relation with the goal of the nation by the national government, we must also do our part within the provincial level,” the message added.


Baguiwan further relayed that the governor is urging continued efforts toward peace and expressed hope that the national government would eventually focus more on broader national concerns, saying, “So we have to maintain this, we have to take this opportunity with all the resources, not only from the government but from the national line agencies. We must give all to our brothers as long as peace is achieved. We keep it in mind so that the national problem ngay ket isu kuma ti pagtuunan ti pansin ti national government in the future and we are hoping for that.”


Held on August 20, 2025, at the 103rd IB Conference Hall, Camalog Pinukpuk, the event aimed to finalize preparations for the upcoming 125th PCSA celebration.


Said event was hosted by the 103rd IB, led by its commander and KCREST proponent, LTC Jimrhic B. Obias. Present during the event include the provincial stakeholders along with the representative of the congresswoman, partner national line agencies, and non-government organizations.
