Pasil improves transport with P19.9M Malucsad-Guinaang-Puapo FMR

Pasil, Kalinga – The rehabilitation of 4-kilometer Malucsad-Guina-ang-Puapo Farm-to-Market Road subproject in Pasil has improved mobility positively affecting the livelihood, access to social services, and transport or marketing of local products of at least 354 households in barangays Guina-ang, Malucsad, and Dangtalan.


The rehabilitation is one of the subprojects under the Integrated Natural Resources and Environmental Management Project (INREMP) to increase rural household income and LGU revenues in Chico River Basin as one of the selected watersheds.


The project amounting to P19,988,897.37 was jointly implemented by Department of Environment and Natural Resources (DENR), Department of Agriculture (DA), Municipal Local Government Unit of Pasil led by Mayor Alfredo Malannag Jr., and other partner agencies in the region.


P17,590,216.14 of the total cost was shouldered by DA-INREMP while P2,398,665.84 was funded under Pasil LGU as its counterpart.

Public Consultations


Prior to the groundbreaking ceremony that signaled the beginning of construction work of the rehabilitation of Malucsad-Guina-ang-Puapo Farm-to-Market road on February 27, 2021, public consultations were conducted to address issues raised by residents who are members of indigenous peoples and barangay officials.


Among the issues discussed include measures to enhance potential positive impacts and mitigate the negative impacts of the subproject on the IP communities.


All the 14 affected households willingly waived their rights of land parcel and signed the waivers which were submitted to the Project Support Office (PSO).

With proper monitoring, the project was completed, had undergone final inspection on June 28, 2021, and was turned over to Pasil LGU this September 17, 2021.

Mayor Malannag is delighted that the farmers can now go to their farms and transport their goods efficiently with the rehabilitation of the aforementioned road. He added that residents, especially students, senior citizens, and pregnant women are ensured of safe access without worrying about being in an accident due to the then risky road.


“I would want to express my gratitude to all stakeholders for supporting the subproject, therefore allowing progress and development in our municipality. With the completion of this project, commodities such as coffee, red rice, vegetables, beans, root crops will now be transported conveniently,” Malannag underscored.
