Pasil, Kalinga named No. 9 ‘most innovative’ 5th to 6th class municipality in PH

Pasil, Kalinga – Pasil in Kalinga was recognized as the 9th ‘most innovative’ among all other 5th to 6th class municipalities across the country in the 2022 Cities and Municipalities Competitiveness Index (CMCI) of the Department of Trade and Industry (DTI).


The CMCI announced the recognition during their 10th Summit held Thursday, October 20, 2022, at the Philippine International Convention Center (PICC).


Introduction of innovation pillar


The innovation pillar of said index was only added in this year’s CMCI - an annual ranking of local government units that tracks their competitiveness. In previous years, the LGUs were gauged on economic dynamism, government efficiency, infrastructure, and resiliency.

The innovation part was introduced to aid LGUs in expanding their economy.


“We emphasize the importance of the innovation pillar as LGUs are starting to focus now on strengthening their own innovation policies and programs and finding ways on how new technologies could be used to address issues pertaining to business registrations, permits, productivity or financial deepening,” underscored the then DTI Secretary Ramon Lopez last year.


Pasil is the first municipality in the province to launch the electronic Business Permits and Licensing System (eBPLS), a joint undertaking of the Department of Information and Communications Technology (DICT), Department of the Interior and Local Government (DILG), and the Department of Trade and Industry (DTI).


With the electronic system, filing of applications for new and renewal of business permits are made easier for the end-users. In turn, the LGU is able to process applications online.

The automation is just among the innovations of Pasil that contributed to their attainment of the award.


Through her social media account, Municipal Administrator Milagros Batalao recognized the joint efforts of the LGU family, especially mentioning the leadership of Mayor Alfredo “Chao-ig” Malannag Jr. and the determination of both the former and the incumbent treasurer, along with the personnel in the office.


Meanwhile, Mayor Malannag said he is humbled by the recognition and that it brings inspiration for him to “work harder towards our municipality’s development.”
