Balbalan LGU celebrates PWD talents, champions inclusion through Disability Rights Week

BALBALAN, Kalinga — In Balbalan, Persons with Disabilities (PWDs) were not merely participants in this year's National Disability Rights (NDR) Week—they were the stars of the celebration.

Through a week-long series of activities from July 17 to 23, the Municipal Government of Balbalan transformed the annual observance into a celebration of the talents, abilities, and potential of the town's PWD community, reinforcing its commitment to building a more inclusive and compassionate municipality.

Led by Mayor Almar Malannag and Vice Mayor Regina Munda Cruz, the local government organized programs that gave PWDs the opportunity to learn, compete, and showcase their unique skills before the community.

The celebration featured a Mental Health Awareness lecture along with chess, singing, and dancing competitions, where participants confidently demonstrated that disability is never a barrier to talent, creativity, or determination.

Beyond recognizing individual achievements, the initiative highlighted the importance of creating spaces where PWDs can actively participate, develop their abilities, and be appreciated for their contributions to the community.

Observed nationwide under Proclamation No. 597, National Disability Rights Week promotes a rights-based approach to disability, emphasizing respect for the dignity and human rights of Persons with Disabilities while encouraging equal opportunities and full participation in society.

For the Municipal Government of Balbalan, the annual celebration serves as more than a compliance activity—it is a continuing commitment to ensuring that every resident, regardless of physical or mental condition, has the opportunity to thrive.

Mayor Malannag reaffirmed that commitment, saying every iBalbalan deserves respect, equal opportunities, and the protection of their rights.

He expressed pride in the talents displayed by the participants and assured the PWD community that the local government will continue implementing programs that promote inclusion, empowerment, and accessibility.

"We are delighted to witness how talented and gifted our PWD brothers, sisters, and children truly are. As the father of Balbalan, they can count on us to continue initiatives that advance inclusion and empowerment. We remain committed to building a more inclusive, compassionate, and accessible Municipality of Balbalan," Mayor Malannag said.
