TABUK CITY, Kalinga – The Province of Kalinga has exceeded its annual revenue target for 2026 by ₱54.23 million as early as the third quarter, collecting ₱357.63 million against the ₱303.40-million goal set by the Bureau of Local Government Finance (BLGF).

Data posted on the official Facebook page of the Office of the Provincial Treasurer (OPT)-Kalinga on October 23 showed that the province achieved 117.88 percent of its annual target, with three months remaining in the year.

The performance highlights the provincial government’s efforts to strengthen revenue administration and improve collection efficiency through coordination among revenue-generating offices and local treasury units.

Fees and Charges accounted for the bulk of collections, generating ₱346.82 million, equivalent to a 120-percent collection rate. Business Tax collections reached ₱10.81 million, or 77 percent of the target for the category.

Despite surpassing its overall annual goal, the province still has room to improve collections from business taxes as it enters the final quarter of the year.

Provincial Treasurer Ma. Theresa G. Basitao has been urging municipal and city treasurers to intensify revenue collection, strengthen tax administration and expand public information campaigns, particularly on real property tax, which she identified as a major revenue concern.

During the Third Quarter Treasurers’ Meeting on July 10, Basitao emphasized the need to improve collection strategies and strengthen coordination among local treasury offices.

OPT-Kalinga has also been conducting Local Treasury Operations Evaluations to assess collection performance, treasury operations, budget utilization and financial management in municipal treasury offices. The evaluations help identify gaps and recommend measures such as taxpayer education, monitoring delinquent accounts and field collection activities.

The provincial treasury office also received commendation from BLGF-Cordillera Administrative Region following the 2025 Commission on Audit Annual Audit Report, which found no significant audit observations or findings related to local treasury operations, according to a letter dated August 3, 2026.

With the annual revenue target already surpassed, the provincial government can focus on sustaining collection gains and strengthening its locally generated revenue base to support government operations, programs and public services for Kalinga residents.

The final-quarter performance will determine how much further the province can increase its collections by the end of 2026.
