TINGLAYAN, Kalinga — The municipal government of Tinglayan, led by Mayor Charles Abay, earned a High Performance Rating in the 2026 Peace and Order Council Performance Audit conducted by the Department of the Interior and Local Government-Cordillera (DILG-CAR).

The recognition was conferred on October 20 in Baguio City during the 35th Local Government Month celebration, with Vice Mayor Alexander Malasi and Municipal Administrator Mark Dave Bang-as representing the municipality.

The award recognized the local government’s collaboration with national agencies, community leaders and residents in combating crime, illegal drugs, insurgency and violent extremism.

Despite recording one index crime in the third quarter of 2026 amid an ongoing tribal conflict in the municipality, the Municipal Peace and Order Council continued implementing programs to maintain peace and security.

Abay expressed gratitude for the recognition, describing it as a testament to the collective efforts of local officials, national government agencies, elders and communities in protecting residents, particularly women and children.

Tinglayan also received a High Functionality Rating for its Local Committee Against Trafficking and Violence Against Women and Their Children (LCAT-VAWC) and an Ideal Functionality Rating for its Local Council for the Protection of Children (LCPC).

Abay dedicated the awards to public servants and residents working to keep the municipality safe and uphold the rights of women and children.

He said the local government remains committed to translating the recognition into concrete action, ensuring that good governance and public safety reach every barangay and family in Tinglayan.
