BALBALAN, Kalinga — Balbalan was the only municipality in Kalinga to receive the 2026 Child-Friendly Local Governance Audit (CFLGA) recognition, highlighting its efforts to protect children's rights and promote their welfare.

The recognition was conferred on October 20 during the 35th Local Government Month celebration in Baguio City, alongside two other regional citations for the municipality's child and women protection initiatives.

Under Mayor Almar Malannag's leadership, the municipal government also received an Ideal Functionality Rating for its Local Council for the Protection of Children (LCPC) and a High Functionality Rating for its Local Committee Against Trafficking and Violence Against Women and Their Children (LCAT-VAWC).

The CFLGA recognition acknowledged Balbalan's implementation of policies and programs promoting children's well-being and development.

The LCPC award recognized the municipality's efforts to strengthen child protection systems and coordinate with stakeholders, while the LCAT-VAWC citation acknowledged its initiatives to protect the rights, welfare and safety of women and children.

In a phone interview, Balbalan Municipal Local Government Operations Officer Lucas Ating attributed the three citations to the commitment of the municipal government and its partner agencies in implementing programs for vulnerable sectors.

Ating said concerned municipal offices carried out their budgeted programs according to schedule and plan, with Malannag providing strong political support for their implementation.

For his part, Malannag vowed to sustain and improve programs that protect children and promote the welfare of all residents, together with the Sangguniang Bayan led by Vice Mayor Regina Munda Cruz.

He emphasized that children should grow up in an environment where they are protected, their rights are respected, and their welfare is prioritized, noting their important role in Balbalan's future development.
