ILAGAN CITY, Isabela — The Department of Education (DepEd) Schools Division Office (SDO) of Isabela is investigating a fundraising activity at Raniag Elementary School in Ramon town after parents questioned the distribution of fundraising tickets to pupils for the repair and improvement of the school stage.

In a statement issued on October 23, the SDO-Isabela reiterated its strict implementation of the “No Collection Policy,” stressing that the prohibition also covers School Parent-Teacher Associations (SPTAs) and Homeroom Parent-Teacher Associations (HPTAs) when they collect funds for school projects initiated by the school head.

The division office said it received a report on October 21 regarding the fundraising activity organized by the school head and SPTA officers, who reportedly decided to repair and improve the existing school stage through voluntary contributions from association members.

The issue surfaced after some parents questioned the legality of distributing fundraising tickets to elementary pupils, even as school representatives reportedly maintained that the activity had been approved by the SDO and that purchasing the tickets was voluntary.

A parent identified only as “Boy” expressed support for improving school facilities but raised concerns about whether the activity complied with existing laws and DepEd policies governing school collections.

“DepEd SDO Isabela has always maintained a strict ‘No Collection Policy,’” the division office said in its statement.

It clarified that the policy also applies to PTAs collecting funds for school projects initiated by school heads, underscoring that organizing such activities does not exempt them from existing restrictions.

The SDO warned that violations may result in administrative liability and penalties under Republic Act No. 4206, as amended by Republic Act No. 5546, including imprisonment of one month, a fine of ₱1,000, or both.

The division office said the reported activity remains under investigation and urged the public to report alleged violations.

As of the October 23 statement, the SDO had not announced a final finding on whether the school fundraising activity violated the policy.
