Pasil LGU pushes for zero open defecation

Pasil, Kalinga—The Municipality of Pasil pushed for zero open defecation, putting it into an ordinance with penalties against violators or those who do not follow rules and regulations set for its implementation.


The ordinance was upheld by the Sangguniang Panlalawigan of Kalinga during their regular session this June 22.


The approval came after the Committee on Rules and Ethics recommended the green light after finding no parts of the ordinance conflict with existing laws, considering its purpose to safeguard public health and well-being of all the constituents in Pasil.

Content of the Ordinance


The Ordinance “An Ordinance Implementing the Zero Open Defecation(ZOD), Imposing Fines and Penalties for Violations and Providing Funds Thereof,” is going to cover residents and non-residents within the territorial jurisdiction of Pasil.


People guilty of discharging and throwing fecal waste in places and sites other than the toilet and leaving it exposed to the environment shall be fined P2,500. The same penalty will be applied to the heads of houses without comfort rooms, and the fine shall be collected yearly until they construct their own toilet.

Moreover, under the ordinance, Barangay Sanitation Association shall be created in every barangay. It shall be composed of the barangay captain as its chairman and Rural Health Midwife as the Vice-Chairman.


For the members, these include the barangay kagawad in charge of Health Committee, barangay health workers, volunteer sanitation inspector, barangay nutrition scholar, and non-government organizations existing within the barangay.


The zero open defecation ordinance is in line with the Department of Health’s aim to make all households in the country have their own toilets by 2025.
