Proposed “Love Tree Program” ordinance of Tabuk ABC President 'Dagul' Tubban undergoes modification

Tabuk City, Kalinga – The Committee on Environmental Resources of the Sangguniang Panlungsod of Tabuk proposed some changes on the ordinance filed by Association of Barangay Captains President Henry Tubban Jr., institutionalizing the “Love Tree Program” ordinance.


Said ordinance would be requiring couples to plant trees before they could get their pre-marriage counseling certificate.


In their presentation, a couple of suggestions were made such as the change in the number of trees to be planted, instead of 10, the couple will only be required to plant 3 seedlings with the City Environment and Natural Resources Office (CENRO) providing the seedlings instead of the couples.


Said committee recommendation as chaired by Councilor Samuel Suma-al was approved during the SP Regular Session on Thursday, November 11, 2021. The ordinance, meantime, has been set for the second reading and to be tackled in succeeding sessions.


As stated previously, the filed ordinance is that the seedlings to be planted should be provided by the couple, while the preference for variety is the discretion of the Office of the CENRO.

Added to this, the ordinance also required each couple to plant at least 10 trees, register their names, and the variety of trees planted in a Love Tree Registry provided for purposes of records and statistics.


For the planting of trees, the couple is free to choose their schedule.

CENRO, for its task, is to designate an area for the Love Tree Plantation and supervise the tree-planting activity as a whole.


“A Love Tree Certificate shall be issued jointly to the couple who have planted and signed in the love tree registry,” the ordinance states.


If passed into law, this ordinance shall cover all individuals who intend to enter into marriage and secure a pre-marriage counselling certificate.


"Nabayagen daytoy nga proposal tayo, ngem gapu ti pandemic ket naitantan ta adu dagiti inuna tayu nga dadduma nga resolusyon mainaig ti covid (situation)," explained Dagul Tubban.


Tubban likewise said the ordinance may help a bit in the fight against climate change, adding that "...isu ti dakkel nga issue tatta dayta... Makatulong tayo nu irugi tayo ditoy local. Maysa nga kayo, dakkel nga tulong."
