PSA-CAR exceeds target by 31.85% for first level National ID Registration

Tabuk City, Kalinga – The Philippine Statistics Authority (PSA) - Cordillera surpassed its first level registration for the Philippine Identification System (PhilSys) by 31.85 percent.


PSA-CAR, through the Philippine News Agency, reports that a total of 374,410 individuals were enrolled during the initial registration, exceeding their 279,720 regional target.


Reports from the different provinces in the region reflect that they have exceeded their targets.

Based on registration, Abra accomplished 114 percent of its 37,800 target, Apayao with 124 percent accomplishment out of its 18,900 target, Baguio City finished 168 percent out of its 37,800 target, Benguet with 142 percent from its 90,720 target, Ifugao with 118 percent accomplishment out of 34,720 target, Kalinga with 116 percent from its 34,020 target, and Mountain Province with 131 percent accomplishment based on its 26,460 target.


With said outcome, Chief Administrative Officer Adrian Cerez of PSA-CAR concluded that communities in the region have high acceptance of the program.


PSA-CAR Regional Director Villafe Alibuyog informed that an extension of the first level registration will be made possible until the end of the month since some barangays in the region were not yet able to complete their target due to slow internet connection.



Internet connection, she said, is needed as the initial registration requires uploading of the identification of those to be registered to validate the identity and individual information.

For the first level registration, house to house visits were conducted to gather personal information of identified recipients. These include the date of birth, place of birth, sex, permanent and present address, blood type, mobile number, marital status and email address.


A photo showing a government-issued identification or the person’s proof of identity shall also be photographed by data collectors.

Step 2 of the registration involves the capturing of biometrics, front-facing image of the applicant and registration of iris scan of individuals. This step is expected to start next month.


The conduct of national ID registration is mandated through Republic Act No. 11055 otherwise known as the Philippine Identification System Act, which was signed into law by President Rodrigo Roa Duterte in August 2018.


This aims to provide a single national identification system for all citizens and resident aliens in the country as an official proof of identity in all government and even private transactions.
