Selection of new Lubuagan IPMR set on July 8

Lubuagan, Kalinga ˗ The 99 authorized selectors of Lubuagan are set to identify the new Municipal Indigenous Peoples Mandatory Representative (IPMR) on July 08, 2021.


This is following the recent formulation of the Local Guideline in the Selection of the Municipal IPMR of the municipality held at the Eco-Tourism and Cultural Center, Poblacion, Lubuagan on June 10.


In an interview with Mai Lani Labo of National Commission on Indigenous Peoples (NCIP)-Kalinga Field Office, she said that the formulation of the local guideline was supposed to be done within 6 months before the term of incumbent IPMR ends, but due to the restrictions of the CoViD-19 pandemic the activity was postponed.


“During the activity, we presented the working paper nga inusar mi and we also asked permission from the participants a ti usaren mi nga working paper for the formulation of the municipal local guidelines was the barangay local guideline,” she related.

The activity was attended by the village chiefs of the 9 barangays with their Barangay IPMR, two elders, representatives from the different sectors, and heads of offices of the municipal government.


After 5 hours of deliberation and discussion among the participants, they were able to work out the local guideline and adopted it afterwards.


“Line by line there were debates, discussions, and suggestions da nu anya kayat da. It was a democratic process, one has the right to speak until such time in-adopt da. Then during that day, they scheduled the selection on July 8,” Labo said.

As to the manner of selection of the new Municipal IPMR, Labo conveyed that the participants agreed that each barangay has to choose 11 selectors.


Added to that, any resident of Lubuagan may file as a candidate for the Municipal IPMR as long as they meet the qualifications.


The Department of the Interior and Local Government (DILG), NCIP, Provincial IPMR, and representative of municipal government shall take supervision of the upcoming selection.


Meantime, Remedios Galming Baltao is the current Municipal IPMR of Lubuagan and is on her second term.
