LTO-CAR opens 2nd extension office in Alfonso Lista

Alfonso Lista, Ifugao – The Land Transportation Office (LTO)-Cordillera can now extend its licensing and registration services to the people of Ifugao, Mountain Province and some municipalities of Isabela as it opens a new extension office in Santa Maria Poblacion, Alfonso Lista on Thursday, June 17, 2021.


Alfonso Lista is the second extension office of LTO-CAR, as the first one was established in Apayao which later on became a regular district office in 2012.


With its opening, it is expected that the travel time of its clients will now be reduced since they no longer have to travel to Lagawe and Bontoc district offices to avail of the services of LTO.


Expected clients to be served by the office are motorists from Aguinaldo, Alfonso Lista and Mayoyao in Ifugao, Natonin and Paracelis in Mountain Province and nearby towns like Ramon and other municipalities in Isabela.


The office shall include initial services such as renewal of vehicle’s registration, renewal of driver’s license, and release of student and conductor’s permit.

As gathered from the Alfonso Lista LGU, the establishment of said office was made possible through the initiative of Congressman Solomon R. Chungalao during his first term in 2003.


During the Congressional Budget Call last September 15, 2019, Congressman Solomon R. Chungalao called the attention of DOTr Secretary Arturo P. Tugade on his request for the establishment of an LTO Sub Office or extension office at Alfonso Lista, Ifugao.


In 2020, the congressman informed Mayor Edralin Alipio on the plan of establishing said extension office which then prompted the latter to help out.


On September 22, 2020, Alipio entered into a usufruct agreement with LTO-CAR through Resolution No. 2020-91.


A usufruct, according to PhiLawGov, is a real right that authorizes the temporary use and enjoyment of another's property with the basic obligation of preserving its form and substance and returning it at a designated time.


After complying with requirements, Office Order No. 2021-076 establishing LTO Alfonso Lista Extension Office was signed by Assistant Secretary Edgar C. Galvante on March 17, 2021.
