Tinglayan LGU seeks approval of 10 year Solid Waste Management Plan from NSWMC

Tinglayan, Kalinga – Under the leadership of Mayor Sacrament Gumilab, the local government of Tinglayan is currently defending its 10-year Solid Waste Management Plan for its approval by the National Solid Waste Management Commission.


The LGU, through its Municipal Environment and Natural Resources Office (MENRO), crafted the local government’s 10-year SLWP for the period of 2019 to 2029 in compliance with Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.


Through this law, local government units (LGUs) in provinces, cities, and municipalities are mandated to craft an integrated solid waste management plan based on the 3Rs of reducing, reusing, and recycling, to lessen the generation of waste in their localities.


“Bale, [dituy defense] i-check da diay feasibility diay plan and through these they will give recommendations,” Larae Lactao of the Municipal Information Office of Tinglayan said, adding that the recommendations will be used to improve the plan for its final submission.


Pacita Dangi of MENRO in a previous interview said that the plan, which contains proper waste management interventions, was crafted in 2017 and underwent review for approval by the Environmental Management Bureau before endorsing it to the National Solid Waste Management Commission.

Plan is being implemented pending approval


Though the plan is still in the process of approval, the LGU has already started several activities and programs penned in the plan. Once approved, the LGU of Tinglayan shall utilize the plan as the basis for implementing programs and activities to sustain the environmental conservation and protection efforts of the LGU.


Dangi stated that for its implementation, among the strategies planned to be employed will include the continuous information education campaign on proper waste segregation and management, strict monitoring and implementation of municipal and barangay ordinances, capacity building seminars for Municipal Solid Waste Management Board and Barangay Solid Waste Management Committee (BSWMC), improvement and maintenance of existing centralized municipal recovery facility, among others.


Likewise, to highlight their campaigns on advocating environmental protection and preservation, the LGU has also conducted yearly competitions wherein winners are given monetary incentives.


These include the Search for Healthy Barangay, Search for Junior Hulk Academy, Search for Green Hand Innovation, and Search for Model Households.


Disposal of waste


As to the disposal of waste, the plan provides that non-biodegradable waste will be deposited in the municipal material recovery facility, while the biodegradable waste is directly used as food for backyard animals, dump into compost pits, and as fertilizers for their gardens.


Dangi shared that they forged a memorandum of agreement with a certain junk shop to directly buy plastics and bottles being deposited into the Municipal Recovery Facility and the amount of money collected from it is submitted to the Treasury Office.


Other non-biodegradable materials such as broken glass and plastics, she said, are shredded and mixed with cement to make hollow blocks.
