Tinglayan under total lockdown, entry and exit prohibited

Tinglayan, Kalinga―With the continuing surge of COVID-19 confirmed cases in Tinglayan, Mayor Sacrament Gumilab imposes a total lockdown (To-or) in the entire municipality from December 06 until December 21.


This is due to a total of 98 COVID-19 positive cases recorded in a short period of time that started on November 16 affecting three barangays of Bangad, Lower Bangad, Centro Bangad, and Upper Bangad, and Barangay Poblacion, a barangay adjacent to Bangad.


Additionally, the total lockdown was decided in order to prevent, contain, and eliminate the continuous spread of the virus and to give unhampered movements of contact tracing in the municipality.


In an interview, Mayor Sacrament Gumilab calls on all Ytinglayans to remain calm and be alert with continuous strict adherence of the health protocols saying that no problem can be so great that they cannot overcome if they work as one and cooperate by obeying rules and regulations.


“Let us fight this COVID-19 with the spirit of Finnachang and we shall emerge victorious. Let us end the spread of COVID-19 before Christmas,” he said.


Rules to be strictly followed


A. no person shall be allowed entry and exit in the Municipality except those in transit in the National Highway;


B. non-residents may be allowed to leave the municipality and residents who wish to leave the municipality and remain outside until the lifting of the lockdown but they must not be a close contact (primary or secondary) of a positive patient;


C. all LSI or Returning Residents of the municipality are not allowed entry as our isolation unit are full of COVID-19 positive patients including their primary and secondary contacts;


D. movements of all shall be restricted in their barangays observing social distancing at all times and wearing of facemask and face shield;


E. residents shall remain in their homes at all times except to access basic needs and medication within their barangay;


F. residents are only allowed to move outside their barangays if they seek medical aid and attendance as determined and recorded by the Health Personnel in charge of their barangay;


G. private vehicles, dump trucks, jeepneys, and vans utilized by our constituents and private business establishments providing basic necessities to acquire and deliver basic supplies such as foods, medicines, and other necessities are allowed to travel outside the barangay but must secure barangay permit;


H. it shall be the obligation of the Barangay Captain of each barangay to arrange vehicle for the acquisition and delivery of basic supplies and needs of their constituents; and


I. each barangay is entitled to authorize one vehicle per day to travel for their acquisition of basic needs of their constituents.


Meantime, the municipal COVID-19 Task Force maintains checkpoints at Mar-u, Bugnay and Char-ig, Mallango along the National Highway led by police personnel maintaining a record registry.


Each barangay has set up their own checkpoints in the entrance and exit of their barangay manned by barangay covid-19 Task Force.


Gumilab is hopeful that with the obedience of the Ytinglayans to the rules and regulations as well as those passing thru the municipality, Covid-19 transmission shall be put under controlled.
