Kalinga implements improved and uniform guidelines for COVID-19

Tabuk City, Kalinga―With the recent rise of COVID-19 cases among the Local Government Units (LGUs), Provincial LGU releases improved and uniform implementation of guidelines in responding to the virus in the province.


This is Executive Order No. 2020-52, An Executive Order Prescribing the Omnibus Interim Guidelines in the Implementation of the Prevention, Detection, Isolation, Treatment and Re-Integration Strategies for Covid-19 in the Province of Kalinga.


Said EO covers guidelines on the Pathways for Screening, Quarantine, Isolation, and Testing for Screening of Travelers at point of entry; Testing for Diagnosis and Screening; Admission to Health Facility; Discharge from Health Facility, and Referral System in the province.


In a radio program, Provincial Information Officer III Dionica Alyssa Mercado said that mentioned EO applies to all municipalities and the city towards coordination on the fight against the virus. Also, to all entrances and exits which include Talaca, Balbalan-Abra, Tinglayan-Bontoc, Mt. Province-Tabuk city, Cagayan-Rizal, ken Isabela-Kalinga, and Pinukpuk-Tuao boundaries.

As of November 29, Kalinga logs highest number of COVID-19 confirmed cases with 18 positive swab test results bringing a total of 70 active cases, 51 in Tinglayan, 10 in Tabuk City, 6 in Lubuagan, and 3 in Rizal.


Brief Content of Executive Order No. 2020-52


At the point of entry, all Returning Residents (RRs), Returning Filipinos (RFs), and Non-Returning Resident (Non-RR) shall be escorted to the holding area at the Agbannawag Evacuation Center if entering Tabuk City and to the CARAA ground if from other Local Government Units (LGUs). Hence, they shall be fetched by their respective LGUs.


For testing, it includes Diagnostic which looks for the presence of COVID-19 at the individual level and Screening that intends to identify infected individuals prior to development of symptoms or those asymptomatic individuals.


Real-time reverse transcription polymerase chain reaction (RT -PCR) test, recommended to confirm COVID-19 infection prioritizing those exposed symptomatic individuals and close contacts while Rapid Test Antigen (AgT) shall be allowed for diagnostic testing of suspects, including symptomatic and asymptomatic close contacts.


On the Admission to Health Facility, the quarantine or isolation and testing algorithms anchored on two main factors, symptoms and exposure shall be based on Proper Clinical Assessment.


It shall reflect the most cost-effective intervention which is either quarantine/isolate only, quarantine /isolation and test or test only.


Said EO also covers the conditions on discharging patients/individuals from health facility and Referral system depending on the case of an individual/patient.
