Governor Tubban orders reactivation of Provincial Anti-Squatting Task Force

Tabuk City, Kalinga – Governor Ferdinand Tubban on Wednesday, November 25 through Executive Order No 2020-53 ordered the reactivation of the Provincial Anti-Squatting Task Force; this is for the continuation of the implementation of clearing of roads of illegal obstructions within the province.


The Provincial Anti-Squatting Task Force is chaired by the governor and its members include the City, Municipal and Barangay Local Government Units, the Armed Forces of the Philippines, the Philippine National Police, Bureau of Fire Protection, Department of Public Works and Highways, Land Transportation Office and Civil Society Organization representative.


Said move is also in compliance with the Department of Interior Local Government’s Memorandum Circular No 2020-145 on October 27,2020 directing all Local chief Executives and other concerned local officials for the continuation of road clearing operations within their respective localities and subject to the guidelines provided by the said memo.


In a press release by DILG on October 28, 2020, local government units have been given 60 calendar days to comply with this national directive. Road clearing operations have been scheduled to be carried out November 16 until January 15 2021, giving LGUs ample time to implement said order.


Road clearings were suspended for seven months after President Rodrigo Duterte declared a State of Public Health Emergency in the entire Philippines on March 8,2020 through Proclamation No. 922.


Meantime, the Provincial Anti-Squatting Task Force are then mandated to:


· oversee and manage the implementation of inter-agency action interventions in the National, Provincial and Barangay roads in coordination with the national,local agencies or concerned government offices and the private sectors;


· conduct proper ocular inspections, surveys, investigation and inventory of all illegal improvements, structures and owners thereof on and along the subject government properties/areas;


· issue and serve proper notices and warnings to illegal intruders/squatters and facilitate possible resolutions of conflicts on these areas illegally occupied;


· conduct summary demolition of any illegal improvements and structures;


· recommend the filing of cases against those non-complying illegal occupants and intruders to the lawful orders of the Committee;


· encourage different government offices and private sector concerned to assist and help the Committee in the enforcement of its duties and responsibilities;


· submit recommendations to the Office of the Provincial Governor relative to the effective realization of the Committee objectives; and


· observe due process at all times.
