Tinglayan, Kalinga – Behind the functioning councils that safeguard the wellbeing of children and women in Tinglayan are the collaborative efforts of the municipal local government offices and national line agencies, Mayor Charles Abay said following the municipality’s UWAWI citation.

UWAWI (Unawa, Wagas na Aalaga at Wastong Implementasyon Para sa mga Bata at Kababaihan Awards) is a provincial recognition that acknowledges the efforts of municipalities and cities in Kalinga to ensure the safety and welfare of children and women.

Among this year’s UWAWI recipients is the Municipality of Tinglayan, which earned the award for achieving Ideal Functionality in the 2025 Local Council for the Protection of Children (LCPC) Assessment; High Functionality in the 2025 Local Committees Against Trafficking and Violence Against Women and their Children (LCAT-VAWC) Assessment; and for being a recipient of the 2025 Seal of Child-Friendly Local Governance Audit Award.

In an interview, Mayor Abay thanked the Provincial Committee on Anti-Trafficking and Violence Against Women and their Children, chaired by Governor James S. Edduba, for recognizing the town’s initiatives for the welfare of children and women.

The mayor noted that Tinglayan earned the accolade due to the harmonious working relationship and collaborative efforts of municipal local government offices and national line agencies, ensuring that programs effectively respond to the needs of children and women while safeguarding their well-being.

“Agyamanak amin kadagiti members iti LCPC ken LCAT-VAWC tayo ta talaga nga ipapapati da iti agtrabaho tapnu masigurado nga responsive iti services tayo para kadagiti u-ubbing ken kababaihan, ken tapnu maprotektaran tayo met lang da isuda,” Abay concluded.
