₱1.1 Billion Boost: DA Usec Navarro assures stronger support for Kalinga farmers and fisherfolk

Tabuk City, Kalinga – Department of Agriculture (DA) Undersecretary Engr. Roger V. Navarro not only joined the celebration of Kalinga’s 31st Founding Anniversary and 7th Bodong Festival on February 13, 2026, but also assured continued support for the province’s farmers and fisherfolk.


On that day, agricultural cooperatives and associations from across Kalinga gathered at the CARAA Grounds in Bulanao, Tabuk City, along with provincial officials and guests, to welcome Undersecretary Navarro, who was invited as guest speaker.


In his address, Navarro commended Kalinga’s farmers and fisherfolk for their vital contribution to the country’s food supply. He noted that the province has provided about 70 percent of the food supply in the Cordillera region in recent years.


“Kalinga contributes 70% ng food dito sa ating rehiyon (Cordillera). Napakalaki po nito na kailangan natin sa ating bansa,” he said, while also praising provincial leaders for their dedication to supporting their farmer and fisherfolk constituents.


The DA official reaffirmed the agency’s continued assistance to local producers. As proof of this commitment, he announced that the DA has allotted more than ₱1.1 billion in agricultural assistance for Kalinga this year.


Of the total amount, part of the funding is earmarked for new projects, while the remainder supports ongoing initiatives.


To further boost the province’s agriculture sector, ₱648 million has been allocated for mechanization, production support, and post-harvest facilities. In addition, two infrastructure projects worth ₱452 million are being implemented under the Philippine Rural Development Project (PRDP).


Another ₱93.6 million has been set aside for corn and high-value crop producers, as well as livestock and fish raisers, under the DA’s banner programs—the Corn Program, High-Value Crops Development Program (HVCDP), and the Special Area for Agricultural Development (SAAD).


Following the program, Navarro proceeded to the Kalinga Capitol to lead the awarding of various forms of assistance to farmers’ and fisherfolk organizations.


He was joined by provincial officials, led by Governor James S. Edduba and Congresswoman Caroline Agyao, along with DA regional directors and partner agencies.


With a total project cost of ₱96 million, the assistance included solar-powered irrigation systems, irrigation canal projects, corn warehouses, multi-crop drying pavements, drying systems, a diversion dam, forage choppers, egg incubators, HDPE pallets, a hauling truck, and other agricultural equipment.


Provincial officials expressed their gratitude to the DA for extending much-needed support to Kalinga’s agricultural communities.
