18-yr-old falls from Ferris wheel in Lal-lo, Cagayan

Lal-lo, Cagayan - An 18-year-old woman remains unconscious in the hospital after falling from a Ferris wheel on the evening of Monday, August 3, 2025, during a Fiesta celebration in Lal-lo, Cagayan, 

The victim was identified by the Lal-lo Police Station as Precy, a resident in the area. 

In an interview with the Cagayan Public Information Office (CPIO) - Teleradyo, Lal-lo Deputy Chief of Police PLT Gerardo Conde stated that the amusement ride was not yet operating at full speed when the incident occurred that night.

The presence of an amusement park is part of the town’s celebration of the Cabibi Festival. 

The Ferris wheel was found to have an arm bar but no seat belt or secondary restraint; thus, the safety concern is now under review. 

Conde said the operators were still accommodating passengers at that time, and the Ferris wheel had only reached a height of around 10 feet when Precy allegedly leaned forward, felt dizzy, and eventually fell. 

The victim’s cousin, however, said Precy did not lean forward; instead, the Ferris wheel suddenly moved, causing the lock of the arm bar to loosen. Since they were not wearing seat belts, Precy fell. 

Following the incident, the responding authorities quickly halted the operation of the Ferris wheel and rushed Precy to a nearby private hospital. 

It was not mentioned in the report of the CPIO if the victim sustained severe or minor injuries, but reports of other local media outlets they obtained from police said Precy remains unconscious at the hospital, and the result of the computed tomography (CT) scan is still being awaited. 

As of this writing, the local government unit of Lal-lo has not yet issued a statement regarding the incident. 

Further investigation is ongoing to find what really happened and to determine who is accountable.
