TABUK CITY, Kalinga — Councilor Jayferson Bon-as is pushing for penalties against illegal motorcycle drag racing in Tabuk City, citing the danger he witnessed when young riders raced along a road in Mapaoay.

Bon-as’s proposed Anti-Drag Racing Ordinance was approved on second reading by the city council on October 20 and is scheduled for its third and final reading on October 27.

“I once saw young people drag racing along Mapaoay, so I told them to go home because I feared they might meet an accident. That is why I proposed this ordinance. It would be more difficult if an accident happens and we only pass an ordinance afterward,” Bon-as said.

The proposed measure seeks to prohibit illegal drag racing, reckless street racing, speed contests and similar dangerous motorcycle racing activities on public roads, highways and other public places in the city.

It also covers organizing or financing races, blocking roads for racing, allowing vehicles to be used in illegal races, acting as lookouts and placing bets on such activities.

Under the proposal, violators would face a ₱1,000 fine for the first offense; a ₱3,000 fine and mandatory road safety seminar for the second offense; and a ₱5,000 fine and/or imprisonment, at the court’s discretion, for the third and subsequent offenses.

For minor violators, parents or legal guardians would be notified and held liable in accordance with applicable laws, while provisions of the Juvenile Justice and Welfare Act, or Republic Act 9344, as amended, would govern criminal liability.

Bon-as said he would incorporate amendments suggested by the city council before the proposed ordinance undergoes its final reading.
