TABUK CITY, Kalinga — The ₱30.56-million Bulo-Magasusu Small Water Impounding Project (SWIP) in Barangay Bulo, Tabuk City is expected to boost rice production as Department of Agriculture (DA) Secretary Francisco “Kiko” Tiu Laurel Jr. leads its inauguration on November 5.

The project is designed to provide irrigation to 85 hectares of farmland, benefiting 35 farmers in the barangay, where rice farming is a major source of livelihood.

It costs ₱30,569,396.93 and has a 177-hectare watershed and an 18-hectare pond area that will serve as a reservoir for agricultural water needs.

The project was implemented under the DA’s Fiscal Year 2024 Locally Funded Project for the Development of Upland Irrigation Systems and Small Water Irrigation and Impounding Projects (LFP-SWIIP).

It aims to increase agricultural productivity and help farmers adapt to changing climate conditions by providing a more reliable water supply for irrigation.

The inauguration is among the major activities scheduled during Laurel’s return to Kalinga, following his previous visit on May 22, 2026. During that visit, he led the Farmers’ Dialogue and Serbisyo Caravan at the Kalinga Sports Center, distributed farm machinery to various farmers’ groups, and launched the “Benteng Bigas” program.

During the same visit, Laurel was adopted as a son of Kalinga and conferred the name “Pangat Giyawan,” in honor of a respected tribal leader associated with rice terraces, irrigation, and agricultural development.

Meanwhile, the provincial government under Governor James S. Edduba is coordinating preparations to ensure the orderly conduct of the DA secretary’s visit.

Security arrangements, program flow, and other logistical concerns were discussed during a meeting on October 28 at the Kalinga Sports Center Conference Hall in Capitol Hills, Bulanao, Tabuk City.

Provincial Administrator Teddy Gullay, Provincial Planning and Development Coordinator Flordeliza G. Maldero, and Provincial Agriculturist Nancy O. Ao-wat led the meeting with representatives of concerned offices and agencies.
