“Dapat malawlawagan ti amin nga kapanunutan,” Councilor Suma-al on Tabuk’s 1.925-B loan

Tabuk City, Kalinga―Councilor Samuel Suma-al is appealing to his fellow Sangguniang Panlungsod members to heed and address the concern of corruption issues and questions being thrown at them as a body for approving the PhP1.925 billion loan of the City Government.


Councilor Suma-al clarified that he is not against the availment and approval of the PhP1.925 billion loan since the fund will greatly speed up the delivery of infra-related development projects that would benefit the majority, but the reservation about how it was approved must be resolved.


“Awan met ti saan a mangkayat dita, haan nak nga against ti loan kayat ko lang a malawlawagan ti amin a kapanunutan,” he stated.


Suma-al stressed that the august body should respond to the queries and clarify issues being raised by the constituents for them to understand and to be enlightened with the scope and coverage of the loan.

“Masapol nga adda tayo latta a mangkita nu adda issue kadatayo wenno saludsud a masapol a sungbatan tayo, diyay lang met ti kayat tayo ken dagitoy proseso na tapno malawlawagan amin nga kapanunutan diyay lang met,” he reiterated.


It can be recalled that on July 08, the PhP1.925 billion proposed loan of the City Government for the implementation of various projects has been approved on its final reading by the members of the Sangguniang Panlungsod.


The public, especially on social media, had been clamoring for explanation and expressing doubts about how the fund would be utilized during implementation.


Among the development programs and projects under the Omnibus Term Loan Agreement are:

  • The Construction of 100-bed level II Tabuk City hospital amounting to P950,000,000;

  • Improvement of Various Roads from unpaved to paved for P745,000,000;

  • Construction of Legislative Building for P110,000,000;

  • Improvement of City Hall Building and Compound for P90,000,000; and

  • Construction of Training Center-Balong Agro-Food for P30,000,000.
