‘Drivers not granting 20% student fare discount may be penalized’ - LTFRB-CAR


Baguio City, Philippines – As the face-to-face classes open, the regional Land Transportation Franchising and Regulatory Board (LTFRB) warned drivers not granting students their 20% fare discount could face penalties through PTV CAR.


It can be remembered that President Rodrigo Duterte signed the “Student Fare Discount Act” (R.A. 11314) into law in April 2019 as means to “encourage students, particularly the poor, and underprivileged, to pursue quality education to secure their future and make them responsible citizens.”


Under the law, students in elementary, secondary, technical-vocational, or higher education institutions can avail of the discount privilege during the time they are enrolled, including weekends and holidays, as long as they present their school IDs.

The discount privilege covers all public transportation utilities, including public utility buses, public utility jeepneys, taxis, and other similar vehicles-for-hire tricycles, passenger trains, aircraft, and marine vessels.


Show cause order and penalties of erring drivers


Officer-in-Charge of LTFRB-Cordillera, Engr. Lalaine Sobremonte said the board shall issue a show cause order to transport utilities not providing a student fare discount.


The order will require operators of public transportation utilities to explain their reasons for not granting the student discount privilege. If the reason is unsatisfactory, it may be a ground for penalties including suspension of driver’s license, fines ranging from PHP1,000 to PHP15,000, and the cancelation of their certificates of public convenience.

Meanwhile, Sobremonte appealed to transport operators to follow the terms and conditions they signed, especially with more college students attending face-to-face classes.


“Since adda metten ti klase ti college, suruten tayo kuma dagiyay terms and conditions tayo ti prangkisa tayo, ta han tayo basta ibati isuda or basta tayo agawid iti, let’s say 7 or 6PM, ta adu pay lang met ti maserbiyan nga aginggana 9PM,” she iterated.
