Tabuk City, Kalinga – During the distribution of Certificate of Land Ownership Awards (CLOA) and turnover of farm machineries held on Wednesday, Nov. 24 at KSU gym, Governor Ferdinand Tubban expressed his gratitude to the Department of Agrarian Reform-Cordillera saying the land titles and farm machineries will definitely change the lives of farmers as well as the socio-economic progress of the province.
The grants, according to Tubban, are just a few of the government’s ways of bringing its services to the people, as he appealed for the public to cooperate and do their part in return, such as paying their taxes.
“Daytoyen ti ar-aramiden ti gobyerno tatta, sumabsabat da kadatayun ket congratulations ken agyaman tayo ta adda kayo tatta. Ti gobyerno, kanayun nga adda dita, iti ayan na laeng, datayo kuma met ket sumabat kanyada,” Tubban stressed.
The governor underscored that the awarding of CLOAs and farm machineries are in accordance with Republic Act No. 6657 or the Comprehensive Agrarian Reform Law of 1988, or the act instituting a comprehensive Agrarian Reform Program to promote social justice and industrialization, providing the mechanism for its implementation, and for other purposes.
Tubban highlighted part of Section 2 of the law which reads, “the state shall recognize the right of farmers, farmworkers and landowners, as well as cooperatives and other independent farmers’ organizations, to participate in the planning, organization, and management of the program, and shall provide support to agriculture through appropriate technology and research, and adequate financial production, marketing and other support services.”
“Agyaman tayo ti national government iti panangsabat da a naki-partner kadatayo tapnu iti kasta ket datayo a kunada nga awan dagdaga da idi, tatta ken addaan iti naan-anayen,” he said.
The governor then called for all the grantees to help and support one another “as it is all our responsibility to safeguard our sustainability and progress. By working together, we can make a difference.”
In the same activity, officers of Barangay Agrarian Reform Council (BARC) and Presidential Agrarian Reform Coordinating Committee (PARCCOM) members also took their oath, while certificates of projects to agrarian reform beneficiaries’ organizations (ARBOs) were awarded.
The event was graced by the DAR-Cordillera Regional Director, Atty. Eugene Follante, Assistant RD, Atty. Estrelita Briones, Congressman Allen Jesse Mangaoang, Governor Tubban, Provincial Assessor, Engr. Jeffrey Uyam, PARCCOM Chairman, Andres Ngao-i, Police Lieutenant Ruff Manganip of KPPO, and other personnel of said agencies.
