International Fugitive Arrested: Russian National captured in lallo, Cagayan after months on the Run

Lal-lo, Cagayan – A 52-year-old Russian national wanted for violence against women and their children was arrested during a joint law enforcement operation in Lal-lo, Cagayan, on Monday, February 9, 2026.


The suspect, using the alias “Andong,” was listed among the Top 7 Most Wanted Persons in Region 7. Police reports indicated that he is a businessman who had been residing in Negros Oriental prior to his arrest.


The arrest resulted from a coordinated operation by local police and partner law enforcement agencies, ending months of efforts to locate the foreign national.


According to the Cagayan Provincial Police Office (CPPO), Andong is facing multiple charges for violating Republic Act 9262, or the Anti-Violence Against Women and Their Children Act of 2004.


Several warrants of arrest were issued by Branch 31 of the Regional Trial Court in Dumaguete City on February 9, covering four counts under the service of warrant and one count under the service of sentence, all without recommended bail.


An earlier warrant, dated October 13, 2023, issued by the same court, was also served against Andong during the operation. This involved four additional counts of the same offense, likewise without recommended bail.


The CPPO stated that the suspect was informed of his constitutional rights in a language he understood before being taken to the Lal-lo Police Station for documentation and booking.


He was later transferred into the custody of the court that issued the warrants.
