Kalinga de-escalates to Alert Level 3 starting Feb. 1-15

Tabuk City, Kalinga – The alert level of Kalinga has been lowered by the national IATF to level 3 effective February 1 to 15, which is seen as a consequence of the implementation of the contingency plan crafted by the Provincial Inter-agency Task Force focused on combatting Covid-19 transmission.


The list of provinces placed under Alert Level 3 includes Abra, Apayao, Benguet, Mountain province, and Baguio City. Cabinet Secretary Karlo Nograles announced this during the Palace press briefing on Sunday, January 30.


With the new COVID-19 classification, Governor Ferdinand Tubban has issued new guidelines to be observed in the entire province.


In a press release, the Provincial Governor’s Office-Information Services states that with the imposition of the downgraded system, intrazonal and interzonal travel or the movement of people from the same and different community quarantine classification shall be allowed, subject to the restrictions determined by the local government units.

Requirements for travelers entering the province


Vaccination certificate, either issued by the LGU or the VaxCertPh digital certificate shall be required for those who will be travelling within the province. A negative Rapid Antigen Test result taken 12 hours before the travel shall be presented to authorities suppose a vaccination card or certificate is not available.

Allowed activities and establishments


Minors and persons belonging to the vulnerable population shall be allowed to leave their homes to obtain essential goods and services, or go to work in permitted industries.

Individual outdoor exercises are likewise allowed for all ages regardless of comorbidities and vaccination status.


Establishments shall be allowed to operate or be undertaken at a maximum of 30% indoor venue capacity for fully vaccinated individuals only and 50% outdoor venue capacity.

These include venues for meetings, incentives, conferences, and exhibitions (MICE); dine-in services and personal care establishments; internet cafes, billiard halls, arcades, swimming pools; gyms; and permitted venues for social events such as parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, and family reunions.


Activities not allowed


On the other hand, gathering in residences of individuals who do not belong to the same household shall not be allowed.

Conduct of face-to-face classes is prohibited as well as funfairs or ‘peryas’, kids playgrounds, playrooms and kiddie rides; karaoke bars, clubs, concert halls, and theaters; and casinos, horse racing, cockfighting, lottery, and other gaming establishments.


Government works remain fully operational


Agencies and government instrumentalities of the government shall remain to be fully operational and shall adhere to at least 30% on-site capacity while applying work from home arrangements.

COVID-19 Update


Provincial Health Officer Dr. Edward Tandingan reported that, as of January 29, the province holds a record of 1,016 active COVID-19 cases with 10,083 recoveries and 245 deaths.


Tandingan added that the indicators mainly look good by the end of the month and that the health care utilization rate is now at a safe zone or low risk.


Meanwhile, the vaccination rate stands at 82.3 of the 70% target population.

Adhere to health protocols


Governor Tubban along with PHO Tandingan reminded the public not to be complacent and must continue to follow the minimum health protocols set by the LGUs.
