Lubuagan SB reiterates prohibition of home births

Lubuagan, Kalinga ─ Given the current CoViD-19 crisis that might make expectant mothers hesitant to give birth in hospitals, the Municipal Government of Lubuagan through its Sangguniang Bayan (SB) reiterated the prohibition of home births to promote safe and healthy delivery of infants in the locality.


In an interview with SB Committee Chairperson on Health and Sanitation Councilor Stephen Custer Canao, he said that mothers tend to opt for traditional birth since it is cheaper and less burdensome to them considering the process that they have to go through in the hospital since the pandemic.

“Ipa-alalak lang nga okay lang met dagita komadrona ngem ipan da latta kuma ti Rural Health Unit, lying-in clinics or hospitals. Ngem ti pagbutngan ngamin ti daduma ket awan pagbayad da, isu a kaykayat da latta nga agayab ti komadrona,” he narrated.


He added that the health of infants should be the utmost priority of parents, saying that, it is still best to give birth in birthing facilities to avoid complications or worse, fatality.


Last July 2020, Ordinance No. 07 Series of 2020 was enacted, prohibiting home births in the municipality and requiring all health professionals to deliver babies only in health facilities.



As stated in the Ordinance, all traditional birth attendants and health professionals are authorized to refer pregnant women to Kalinga District Hospital (KDH) or to other public and private hospitals in the province or nearby provinces. Hence, any person who shall violate the Ordinance will be penalized with PhP2,500.

Moreover, Councilor Canao disclosed that although there were no reports of failed deliveries at home, said ordinance was enacted to ensure the safety of mothers and infants during child birth.


In a separate interview, Mayor Charisma Anne Dickpus expressed, “Baka agduwa-duwa da gapu iti buteng da ditoy CoViD ngem bagbagaan tayo latta isuda a mas maymayat latta nu idiay ospital tapnu doctors wenno midwives mismo ti mangasikaso kanyada. We only want them to be safe."
