Tabuk City, Kalinga – As the province mourns and honors the fall of its son, Captain Dean Oyando, Provincial Governor James S. Edduba is calling on fellow iKalingas to pay their respects to the late Captain ahead of his interment on April 9, 2026.


In an emotional appeal, the governor encouraged government officials and residents alike to visit the young Scout Ranger officer and extend support to his grieving family. The invitation was made during the Inter-Agency Flag Raising Ceremony on April 6 at Capitol Hill in Bulanao.


It can be recalled that Cpt. Oyando, a native of Tabuk City, was killed in a 20-minute armed encounter in Occidental Mindoro on March 29 while leading troops in a military operation against suspected New People’s Army (NPA) members.


His interment is set on April 9, coinciding with the commemoration of Araw ng Kagitingan (Day of Valor)—a fitting tribute to his sacrifice and service to the nation.


Edduba then urged the public to come and offer even the simplest gesture of comfort to the bereaved family, saying, “…sakto nga Heroes’ Day diyay April 9, so kadagiyay haan pay nga napan ket inkayo latta bumisita—intayo tapno mabang-aran man laeng uray bassit ti pamilya daytoy nga anak tayo.”


Honoring Oyando’s bravery and dedication not just as a soldier but as a fellow son of Kalinga, iKalingas from across the province continue to come together in grief and pride, expressing their heartfelt condolences and unwavering solidarity with his family while remembering his service, sacrifice, and the legacy he leaves behind as an inspiration to the community.
