Pasil adds P.5M to nat’l ADAC cash prize for community police assistance center construction

Pasil, Kalinga – In a bid to further strengthen their drive against illegal drugs, the local government of Pasil in Kalinga province added P500,000 to the P100,000 cash incentive fund they won as 2022 Anti-Drug Abuse Council (ADAC) national awardee, for the construction of community police assistance center in Tukol.


Pasil was among the 172 LGUs across the country that earned recognition for their exemplary implementation, monitoring, and evaluation of anti-illegal drug activities within their respective jurisdictions in said period.

To note, Pasil garnered perfect scores in functionality and awarding assessments, meaning, the town's ADAC is highly functional and thus, ideal. Six indicators are the creation or reorganization of ADAC (10%), allocation of a substantial amount as indicated in the ADAC plan (15%), formulation and implementation of plans and programs (40%), supervision and Support to component ADACs (20%), conduct of meetings (10%), and innovations (5%).


The town first received the plaque during the national awarding ceremony on December 13 last year.


In addition to the national citation, Pasil likewise got a P100,000 prize in the regional ceremonial awarding of Best Performing LGUs cum Buhay Ingatan, Droga'y Ayawan (BIDA) Caravan conducted Wednesday, February 8, at the Newtown Plaza Hotel in Baguio City.


Accepting the award and incentive were Mayor Alfredo “Chao-ig” Malannag Jr., Municipal Administrator Milagros Batalao, Municipal Local Government Operations Officer Helen Lacuesta, and Provincial Director Anthony Manolo I. Ballug of Department of Interior and Local Government – Kalinga. MLGOO Lacuesta was also conferred a plaque of recognition for her contribution in said quest.

Earlier, Mayor Malannag Jr. said the award is a result of the cooperation and convergence effort of the government officials, heads, employees, and the community members as a whole.


Meanwhile, Lacuesta took to social media to express gratitude to the mayor himself, Pasil Municipal Police Station led by PMAJ Garry Gayamos, the religious sectors, and all other stakeholders.


“If not your diligence and commitment to your work... hindi natin maa-achieve ito... Let us continue to be of service with utmost integrity and love to our community... My snappy salute to all of you,” she stated.


Construction of Community Police Assistance Center (COMPAC) in Tukol


Asked as to how the LGU will utilize their cash incentive, the MLGOO informed Pasil local government proposed the construction of Community Police Assistance Center (COMPAC) in what was described as a strategic location – Tukol.

Currently, the only police station in Pasil is located 5 to 10 kilometers away from the villages in the lower and other parts of the town. Considering the distance, terrain, and rugged road, police personnel could not provide an immediate response to criminality incidences in almost all barangays, the proposal states.


The proposed COMPAC in Tukol that connects four barangays - Ableg, Cagaluan, Magsilay, and Balinciagao Sur will benefit 360 students of the five schools, including other community members. Those in the youth sector, such as students, are among the targets of drug pushers who invite them to be buyers if not, users.


The COMPAC, once erected, will increase police visibility thus, preventing criminality in the area. Additionally, this will provide faster assistance in times of accidents and other sorts of emergencies.

With a half million LGU counterpart, the COMPAC will be a one-story building that will be made of durable construction materials (concrete), having a dimension of 4 meters x 11 meters or a floor area of 44 square meters. It will in-house a kitchen, a comfort room, an office, and other amenities needed in its operation.


Accordingly, the preparation of detailed design and procurement of the now approved proposal will be done this February for it to be ready for the groundbreaking slated for April. If everything goes according to plan, the COMPAC will be turned over to recipients by July of this same year.
