Tinglayan, Kalinga - In a convening held on Tuesday, March 26, the local government unit of Tinglayan, particularly its Municipal Disaster Risk Reduction and Management (MDRRM) Council, focused on enhancing the disaster preparedness of the locality to ensure the safety of their constituents in all seasons.

Led by Mayor Sacrament Gumilab, the first Quarter MDRRM meeting was conducted, during which crucial aspects of disaster preparedness were addressed.

Also in attendance at the event were Sanguniang Bayan officials, LGU heads, and representatives from the Bureau of Jail Management and Penology, the Armed Forces of the Philippines, the Tinglayan Municipal Police Station, and the town’s fire station.

One topic they delved into was their strategies for meeting the Seal of Good Local Governance (SGLG) standards, with a particular focus on disaster readiness.

To meet these standards, several criteria need to be fulfilled, including having an organized MDRRM council, an established MDRRM office, available plans related to disaster preparedness, utilization of 70% of the local disaster risk reduction and management fund allocation, and an early warning system in place.

Moreover, effective evacuation center management, an organized, equipped, and trained search and rescue team, prepositioning of goods, relief operations, medical and security services, and the availability of standard operating procedures in the incident command system, operations center, and for pre-emptive evacuation should also be observed.

During the meeting, the council decided to refine the structure of the MDRRM Council.

“This is for better coordination during crises and optimization and reorganization of the Incident Command System to bolster emergency response capabilities,” said Larae Lactao of LGU Tinglayan.

Meanwhile, plans were also made by the group to safeguard visitors and residents during the observance of the holy week.

Part of these plans included crowd management strategies and emergency protocols.
