Army conducts Community Support Program (CSP) in Balbalan’s 11 disadvantaged barangays

Balbalan, Kalinga― Balbalan Local Government, headed by Mayor Eric Gonayon, commends the full support of the Philippine Army following the completed implementation of Community Support Program (CSP) to eleven (11) barangays identified as Geographically Isolated and Disadvantaged Areas (GIDAS) and conflict affected barangays.


In a press release, Mayor Eric Gonayon warmly welcomed the 50IB soldiers and lauded the Philippine Army’s efforts in prioritizing LGUs to benefit from the Community Support Program (CSP).


“The CSP team will help us (LGU) in identifying community concerns, which is also a big help in the delivery of various services in far-flung areas,” he said during the send-off ceremony of the CSP teams that highlighted with the “Signing of Certificate of Acceptance and Certificate of Commitment” as mutual support to the CSP team in the municipality.

Meanwhile, Lieutenant Colonel (Lt.Col.) Melanio Somera, 50IB Commander, explained that the CSP troops would serve as facilitators in addressing the issues on the exploitation of the communist terrorists in the communities.


Somera added that they will be collaborating with various NGAs, LGAs, and LGUs for the better results of the program.


Somera also said they are to conduct localized peace engagements to convince NPA remnants to surrender and avail of the Enhanced Comprehensive Local Integration Program (E-CLIP) for them to start a new and normal life.

Furthermore, Lt.Col. Magtangol Panopio, 503rd Brigade Executive Officer, assured the continuous partnership of the Philippine Army and the LGUs in attaining sustainable peace and inclusive development.


The ceremony was attended by the 50th Infantry “Defender” Battalion (50IB) led by Lt.Col. Melanio Somera, 50IB Commander, 503rd Brigade Executive Officer represented by Lt.Col. Magtangol Panopio, 503rd Brigade Executive Officer, Municipal Police Station (MPS) Balbalan, punong barangays and the local government unit (LGU) officials.
