Apayao, Philippines - Simultaneous with the voluntary surrender of the two (2) former rebels in Kabugao, Apayao, atleast 7 high-powered rifles, 1 pistol, improvised explosives, handheld radios, medical first aid kits, wires, and NPA flags seized from rebels were presented on April 22, during the "Balik-Loob" Program held at the Old Capitol in Barangay Poblacion, Kabugao, Apayao.

With the intensified effort of the Apayao Police Provincial Office and the Philippine Army, the surrender was facilitated and the seizure of armaments carried out.

The "Balik-Loob" Program dubbed as “Celebrating Oneness, Progress, and Unrelenting Nationalism (COPUN)” calls for rebels to return to the folds of the law, not only to obtain cash incentives but more importantly to freely live in peace and secure brighter opportunities for them and their families.

Governor Elias C. Bulut Jr. previously signed and institutionalized Executive Order No. 22 providing support to former rebels who voluntarily surrender, offering them not only assistance but also renewed hope and opportunities for a better future.

This accomplishment stemmed from Bulut Jr.’s commitment to ending insurgency throughout the province.

Aligned with the governor’s mission to eradicate armed conflicts while ensuring progress, the Apayao PLGU also has a recruitment program to join the AFP that sponsors yApayaos who are interested to serve in the military. At present, 945 uniformed personnel have been produced through the program, according to AFP recruitment coordinator Joel Asejo.
