Art in Action: Provincial Treasury Office-Kalinga launches Mural Contest on Tax Transparency

Tabuk City, Kalinga – In a move to strengthen public awareness, transparency, and participation in local governance, the Office of the Provincial Treasurer will host its Mural Painting Contest at the Kalinga Sports Complex fence on April 23, 2026.


With the theme: “Buwis a Nagtaud Ti Ling-et Ti Tunggal Maysa, Madagup Ken Maaramat Nga Umno Para Ti Panakagun-od Ti Sirmata Lumin-awa Kalinga,” which emphasizes the importance of every citizen’s contribution to achieving transparent and progressive governance in Kalinga, the mural contest invites artists and students to creatively interpret how local taxes fund public services and community development.


Taxes are contributions collected by the government to fund essential services, infrastructure, health, education, and other programs that directly benefit the community. The contest encourages participants to illustrate how these contributions translate into visible progress in Kalinga.


The contest will be conducted according to the mechanics and guidelines set by the Office of the Provincial Treasurer. Each municipality, including Tabuk City, will be represented by one team, with each team composed of two participants.


The municipalities and the city will choose their own teams for the said competition.


Under the contest mechanics, each team shall include one junior or senior high school student enrolled in any school within the municipality and one resident knowledgeable in visual arts, regardless of age or educational attainment.


Contest entries will be evaluated by a three-member judging panel composed of an artist or cultural worker, a Department of Education representative, and an elected official.
