Balbalan is FIRST PLACE 2025 Provincial Outstanding Sangguniang Bayan in DILG-Kalinga’s Prov’l Legislative Awards

Balbalan, Kalinga – The Sangguniang Bayan in Balbalan was named first place in the 2025 Provincial Outstanding Local Sanggunian, reflecting the municipal legislative council’s commitment to enacting responsive and innovative ordinances and resolutions.

The Balbalan Sangguniang Bayan led by Vice Mayor Regina Munda Cruz was cited by the Department of Interior and Local Government Kalinga as the Outstanding Sanggunian in the 1st to 3rd Income Class Municipality Category of the Provincial Local Legislative Awards.

The municipality earned a 97.5% rating during the Provincial Local Legislative Assessment.

The citation recognizes the exemplary performance and work of the local legislative councils in crafting measures and enacting ordinances or resolutions that contribute to positive socio-economic and environmental outcomes in their respective towns and cities.

The Balbalan Sangguniang Bayan credits the award to the efforts of former Vice Mayor Rowina Alison Damian and the members of the Municipal Council from 2022 – 2025 as well as former SB Secretary Erlina Astudillo and former Acting SB Secretary Maricel Bantoc and staff. They likewise mentioned the unwavering support of Mayor Almar Malannag as one of the contributory factors to the attainment of the recognition.

“The new legislative body, serving from July 2025 to June 2028, now faces the exciting challenge of continuing this legacy of outstanding public service in the leadership,” the Balbalan SB wrote.
