Tuguegarao City, Cagayan— The Cagayan State University (CSU) was recently recognized by the Department of Budget and Management (DBM) for its outstanding performance in 2024, after proving its ability to deliver programs, manage funds well, and ensure accountability.
In a Facebook post, DBM mentioned that the recognition was announced following the Agency Performance Review (APR), through its “Budget ng Bayan Monitor,” the first national performance assessment using enhanced guidelines under Circular Letter 2025-2.
CSU was evaluated based on three major criteria - physical performance, financial performance, and timeliness and quality of reports.
In terms of physical performance, CSU achieved its planned programs, projects, and activities for that year, while its financial performance demonstrated effective and transparent management of government funds, ensuring that resources for scholarships, salaries, infrastructure, and services were fully optimized.
Under the timeliness and quality reports, the university regularly provided thorough, precise, and prompt reports, showcasing its firm dedication to accountability and effective governance.
With this, CSU joined the few State Universities and Colleges (SUCs) in the country that were recognized by the DBM this August. Other SUCs include the Biliran Province State University, Davao Del Sur State College, and President Ramon Magsaysay University.
Aside from the SUCs, the DBM also recognized national government agencies, NGOs, and media institutions that showed outstanding performance in said assessments.
Among them were the Civil Service Commission, DENR-Mines and Geosciences Bureau, DFA-Foreign Service Institute, DOJ-Public Attorney’s Office, DOLE-National Wages and Productivity Commission, DOLE-National Labor Relations Commission, and the Philippine Information Agency, among other selected media institutions and NGOs.
