DA-PRDP, Kalinga PLGU eye 2 projects in Liwan West, Rizal

Tabuk City, Kalinga-The Department of Agriculture – Philippine Rural Development Project (DA-PRDP) and Kalinga Provincial Local Government Unit (PLGU) are on the work for two projects to be constructed in Liwan West, Rizal.


The proposed sub-projects for the Construction of Rizal Municipal Local Government Unit (MLGU) Warehouse and Trading Center and Construction of Anonang - Liwan West Potable Water System were presented by Provincial Agriculturist Engr. Domingo Bakilan with Governor Ferdinand Tubban on May 25 at DA New Conference Hall, Guisad, Baguio City.


The projects, just right after the presentation, were approved by the Regional Project Advisory Board (RPAB).


Bakilan clarified this is just the first approval of the projects as there are still ‘a lot to be done’ and if everything goes as planned, the projects will be finished before 2023 ends.



Construction of Rizal MLGU Warehouse and Trading Center


Bakilan disclosed that the idea about the project was raised by the municipality of Rizal as they lack warehouse especially during harvest time.


“Inpakita da diyay ayan ti area da. Adda ti 1 hectare idiay market nga bagi ti munisipyo ket iti portion daytoy nga 1 hectare isu ti ibaga da nga tumakderan dyay warehouse,” Bakilan said in an interview.


The Provincial Agriculturist declared that the project has an estimate cost of P14,398,290, 80% or P11,518,632 of which is from the loan proceeds with World Bank, 10% or P1,439,829 from the national government through Department of Agriculture, and another 10% from the Provincial Local Government Unit upon request Mayor Karl Ba-ac.



Construction of Anonang - Liwan West Potable Water System


Meanwhile, to provide access to safe drinking water and improve the living conditions with the cost reduction in medical treatment of the residents in Liwan West, the Construction of Anonang - Liwan West Potable Water System was also pushed.


The project has an estimate project cost of P5,056,000 with P4,044,800 or 80% from loan proceeds with World Bank, and P505,600 each from the national government and Kalinga PLGU.

Bakilan explained the project is Level II also known as communal faucet system or stand post with piped distribution.


The source will be at the ‘spring’ on top of Banga-banga Small Water Inbounding Project.

“Su diay ti mai-tap ket from that mapan idiay Anonang ket more or less 5km ti distansya na,” Bakilan said.


The Provincial Agriculturist further explained the major process. There will be a construction of septic tank followed by distribution tank and then the installation of ‘ei pipes.’


Bakilan added that there is also a need to form BAWASA or Barangay Water System Association.


Requirements


Bakilan revealed there is a need for them to comply with the requirements like the Memorandum of Agreement between Liwan West LGU and MLGU on the operation of the warehouse, Sangguniang Bayan of Rizal and barangay resolution expressing their support to the projects, among others.


Governor Tubban will also need to write a letter to Mayor Baac requesting a joint meeting of Sangguniang Panlalawigan, Budget Officer, Municipal Engineer, Municipal Assessor, Municipal Agriculturist.

“Joint meeting with the Provincial Project Management and Implementation Unit (PPMIU) tapnu inkami igadang dagiyay requirement ta kasapulan nga agtitinulong kami nga mangi-prepare kadagituy nga requirements,” the Provincial Agriculturist added.


Project Support Office (PSO) and National Project Coordination Office (NPCO) will then be reviewing the projects basing from requirements that are to be submitted.


Provincial Agriculturist hopes that the projects will be approved within this year since all PRDP are needed to be finished by December 2023. PRDPs will be closed by year 2024.
