Developments in Lubuagan, Kalinga in the last 3 years

The pandemic affected services and projects of the government since 2020 with most of the budget being allotted and realigned to fight Covid-19, but the Municipality of Lubuagan under the administration of outgoing Mayor Charisma Anne Dickpus undeniably underwent positive changes.


The developments included installation of waterwork systems, construction of new public market, allocation of funding to upgrade Aguinaldo Park, provision of land for the construction of Lubuagan Municipal Jail, road constructions, support to education among others.


Waterworks system


Mayor Dickpus recounted that among the problems of Lubuagan is the water source as most barangays mainly rely on natural springs and shallow wells which dry up during the summer.


Thru her efforts and the support of other officials, Lubuagan was chosen as recipient of Salintubig program of the Department of the Interior and Local Government. Lubuagan has P10 million funding.


The local government likewise allotted P7 million counterpart for the waterworks system.


The construction of the tank and the drilling were finished on December 30, 2021.


The tank was designed into a clay pot instead of its usual shape.

Construction Lubuagan Public Market


During Dickpus’ term, the construction of the public market in Lubuagan was started with a budget of P3.6 million as initial fund to start building construction.


The outgoing mayor explained her administration prioritized the project so that the people will no longer have to travel to Tabuk City to buy their needs.


Moreover, the farmers in Lubuagan will have a place to market their products.


Improvement of Aguinaldo Park


Lubuagan was once the capital of the Republic of the Philippines. One of the plans of the LGU is to make the place where Aguinaldo stayed for almost three months as a tourist destination site.


To reinforce this in the locality, Dickpus’ administration allocated P2.5 million funding for the development of the Aguinaldo Park.


Road constructions and access roads


Among the major development in the infrastructures of the municipality is the the construction and concreting of access roads in Tanglag and Upper Uma.


Dickpus said that without a good road, it is harder to bring services especially to far-flung barangays.


“Agparigat ngay met lang iti pag-income an iti tattao uray nu nakaad-adu iti mula da nu maibus iti kwarta da iti [manual] hauling,” she added.


Construction of Lubuagan Municipal Jail


In 2020, the LGU donated 5,000 sq. meters lot to the Bureau of Jail Management and Penology (BJMP)- CAR for the construction of a municipal jail in Lubuagan. Apart from the municipality, the jail will cater to municipalities of Tanudan, Balbalan, Pasil and Tinglayan.


The detention facility, once constructed, will also cater to other municipalities in Kalinga which are covered by the Regional Trial Court (RTC) Branch 39.


Lubuagan National High School Extension


Dickpus conveyed that her father, former mayor Johnny Dickpus, tried to bring a public high school in Poblacion. However, it was opposed which is why the Lubuagan National High School was brought to Barangay Uma.


Observing that not all people could afford to send their children to a private school, Dickpus pursued the opening of Lubuagan National High School extension.


Through series of consultations, the said school was opened in 2020.


The LGU provided for the initial needs of the teachers and the honorarium of volunteer educators.


“Tatta ket adu met iti mapan nga ag-enroll, ibig sabihin haan nga amin nga tattao ket maka-afford nga mapan ag-enroll dita duwa nga private schools. At least, na-open ket makatulong kadagiay haan iman makabayad iti tuition fee da,” she said.


Installation of ALS Office


To help the learners and teachers under Alternative Learning System program, they were given an office by the LGU at the Multi-purpose building in 2020.


“Problema da iman iti pagyanan da isu nga inofferan tayo isuda iti space nga pag-office an ken paguskwelaan da,” she said.


Installation of offices of line agencies and other institutions


Some offices of national agencies were established in Lubuagan during the term of mayor Dickpus.


These include DTI Negosyo Center, Prosecutor’s Office, TESDA Satellite Office, and RTC Branch 39.


With these offices now already in Lubuagan, the people no longer have to go to Tabuk to seek the services of the said agencies.


Dickpus added Lubuagan will again be the Lubuagan it once was when peace and order is put in place. "Saan nga agsubli ti dati nga lubuagan nu saam maurnos ti peace and order, so dagita national offices nga naestablish ken schools, isu ti rugrugi nga agsubli tu ti dati nga Lubuagan," explained Dickpus.
