DOLE orients 850 displaced workers in Kalinga for TUPAD

Tabuk City, Kalinga – Workers whose jobs were heavily affected with the COVID-19 Pandemic have undergone orientation for Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program this November 8, 2021.


The Department of Labor Employment-Kalinga, the provincial government through the Office of Governor Ferdinand Tubban, and the Provincial Human Resource Management Office led the orientation held at the Kalinga Provincial Capitol.


The recent batch of recipients was included in response to the request of the community to have the grant extended.


Through the initiative of Governor Tubban, Senator Imee Marcos sponsored 200 more slots while Joel Villanueva also allotted fund for 650 slots.

Each of the recipients will be assigned to work for 10 days at the different municipalities and the city in the province where they will earn P350 per day.


In his message, the governor underscored that providing temporary jobs to communities in need is one way for the government to help the people cope with the challenging times saying that, “haan man a dakkel unay daytoy, haan man a permanente, at least makatulong itatta a pandemic.”


DOLE-Kalinga Chief Dr. Avelina Manganip explained that the recipients were supposed to sign their contract of service today, but there are those who attended that are not included in the initial list.

Manganip and PHRM Officer Grace Flores then decided to first assess the credentials and screen every applicant. Once the list is finalized, the recipient will sign their contract of service, daily time record, and will get their deployment by Monday.


The signed contract, Manganip said, will be forwarded to DOLE Regional Office. DOLE will pay for the insurance of the recipients during their working days, in case of inevitable accidents.


The fund from DOLE will soon be downloaded to the account of the Kalinga provincial government after the recipients complied with their working agreements.

PHRMO Flores stated that the provincial government and DOLE will do their best for recipients to receive their payout by December.


The governor committed to continue delivering needed services to the public. He likewise encouraged the community to take advantage of the vaccination program, as one of the government’s ways of protecting the people from the pandemic.
