FOUR barangays in Santa Marcela, Apayao conferred with prestigious SGLGB awards at 34th Local Government Month Regional Ceremony

Santa Marcela, Apayao — The Municipality of Santa Marcela, Apayao, earned multiple Seal of Good Local Governance for Barangay (SGLGB) recognitions during the 34th Local Government Month Regional Commemoration and Awarding Ceremony held on October 23, 2025, at the Newton Plaza Hotel Convention Center in Baguio City, highlighting the municipality’s excellence in governance and community service.


The four barangays conferred with the awards were Barocboc, Malekkeg, Panay, and San Juan. These barangays were among the 12 in Apayao that successfully passed the assessment criteria across various areas of governance, including financial administration; social protection and sensitivity; disaster preparedness; health compliance and responsiveness; sustainable education; and safety, peace, and order, among others.


The awards received by the barangays include:


Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) – Highly Functional


Local Council for the Protection of Children (LCPC) – Ideal Functionality


Persons with Disability Affairs Office (PDAO) – Ideal Functionality


Regional SubayBAYANI Award


Local Project Monitoring Committee (LPMC) – Ideal Functionality


In 2024, three barangays — Imelda, Marcela, and Panay — also received the same prestigious recognition, as disclosed by the Department of the Interior and Local Government (DILG).


Additionally, the LGU of Santa Marcela was recognized by the DILG as one of the 577 municipalities nationwide that passed the esteemed 2024 Seal of Good Local Governance (SGLG) on December 9, 2024.


The SGLGB is a prestigious national recognition established under Republic Act No. 11292, aimed at motivating provincial, municipal, and barangay government units to consistently demonstrate excellence in public service. The award measures outcome-driven initiatives aligned with the 2023–2028 Philippine Development Plan, serving as both a benchmark for performance and a platform to strengthen support for local development reforms.


Present during the awarding ceremony were Santa Marcela Municipal Mayor Hon. Evelyn B. Martinez, MLGOO Ms. Mary Beth A. Micu, and Municipal Planning and Development Coordinator EnP. Lary A. Balanay, who received the awards on behalf of the municipality.


In her message, Mayor Evelyn Martinez congratulated the awardees and their leaders, emphasizing that collective effort is key to achieving progress.


“Congratulations to Barocboc, Malekkeg, Panay, and San Juan for being SGLGB awardees. The awards you received are your gift to your community — to the people who trust and support your governance. I believe that every achievement of a barangay is a big contribution to the development and progress of the whole town. Isu nga ituloy tayo ti agtrabaho ti nasayaat ken ituloy tayo ti agsisinuporta para iti amin nga umili tayo,” said Mayor Martinez.
