Gov. Edduba to review and assess work of all Kalinga PLGU offices; plans re-engineering to improve gov’t services

Tabuk City, Kalinga - Following his re-election, Kalinga Governor James Edduba has set a bold new direction for Kalinga under his second term, vowing to leave politics behind and focus on performance-driven and people-centric governance. 

 

Delivering his first message to the PLGU employees after the election, Edduba emphasized during the province’s flag-raising ceremony on Monday, May 19, that the time for politics is over and now is the moment for real leadership and meaningful public service. 

 

“Nalpas daytoy politika, so daytoy addressan tayu ket sangwen tayu daytoy second term—and I owe it to the people of Kalinga,” Edduba said, as quoted by the province’s Information Office. 

 

Edduba made it clear that the next three years would be focused on ‘re-engineering’  the provincial government—a full-scale improvement of how a PLGU works. This includes rethinking structures, improving services, and raising standards to meet the growing needs of the people. 

 

The governor’s goal is to make Kalinga provincial government more efficient, transparent, and professional. He also shared his long-term vision of achieving ISO certification, a globally recognized standard that proves excellence in public service. 


Edduba announced the formation of a “ Performance Review Committee” that will carefully assess the work and output of all provincial offices and employees. The goal is to ensure that people are placed in roles where they can truly perform and contribute based on merit, not on political connections. 

 

“Kayat ko lang nga ma-review amin nga trabaho yu tapnu towards the re-engineering, maikabil tayu to the right positions—based on merit, not politics,” he emphasized. 

 

The father of the province then took the opportunity to address public perception. He acknowledged that during his first term, some people misunderstood his calm and respectful leadership style. He was sometimes criticized for lacking political will—a claim he firmly rejected in his speech. 

 

“They said I lacked political will—but this time, we will show them that we are serious about reforms,” he added. 

 

While these structural reforms are being prepared, the governor reminded all PLGU departments to stay focused on their primary mission, which is to serve iKalingas by all means possible. He stressed the importance of continuing day-to-day operations and preparing for key events to take place in the coming days, such as the Cordillera Day and oath-taking ceremonies, among others. 

 

“Ti primary function tayu ditoy ket ag-deliver ti napinpintas nga serbisyu ti kailyan tayu. That is our main focus. Let us unite and work together. The best is yet to come for Lumin-Awa Kalinga,” he concluded.
