“Effort tayo amin daytoy”: Edduba credits KPH upgrade to teamwork, says hospital’s improvements are everyone’s victory

TABUK CITY, Kalinga — Kalinga Governor James S. Edduba credited the collective efforts of the Provincial Government, Sangguniang Panlalawigan, health officials, and other offices for the newly improved facilities and additional equipment at the Kalinga Provincial Hospital (KPH).


Edduba made the statement during the inauguration and blessing of the newly renovated Emergency Room, newly acquired X-ray machine, and donated patient transport vehicle (PTV) and hemodialysis machine at KPH in Bulanao, Tabuk City, on Tuesday, August 18.

Edduba emphasized that the improvements at KPH were not the work of a single person or office but the result of different groups working together to complete the necessary processes and secure resources for the hospital.


He cited the resolution signed by members of the Sangguniang Panlalawigan, headed by Vice Governor Dave Odiem, the preparation of the feasibility study, follow-ups, and assistance from other offices, including the Office of the Congresswoman, as among the efforts that helped make the improvements possible.


The governor said the developments at KPH demonstrate what can be achieved when provincial officials and different offices work toward a common goal.


“Effort tayo amin daytoy. Awan ti mabalin nga mangibaga nga effort lang ti maymaysa kasi nu awan met ti resolution nga pinirmaan dagiti Sangguniang Panlalawigan members, nu awan nangiprepare diay feasibility study na, nu awan dagiti tinmulong nga nag-follow up ket haan nga nagbalin daytoy. This is everyone’s effort including the office of the congresswoman,” Edduba said.


He also acknowledged those who helped facilitate the necessary approvals and processes, including the Local Finance Committee and Dr. Reynaldo Aranca.


“Inala mi diay permission diay Local Finance Committee kenni Dr. Rey Aranca, ket ti imuna siguro nga palakpakan tayo ditoy ket ni Vice Governor Dave Odiem and the whole Sangguniang Panlalawigan ta pinirmaan da diay supplemental budget and of course the Local Finance Committee,” he added.


New X-ray machine replaces aging unit


The new P9.8-million X-ray machine was acquired to improve KPH’s diagnostic services.

The hospital had previously been using an aging stationary X-ray machine that had exceeded its expected service life and frequently encountered problems. Replacing the old equipment was identified as one of the hospital’s needs.


Through the provincial government’s initiative, the procurement of a new stationary X-ray machine with a computed radiography system proceeded, with the equipment formally inaugurated and blessed during the August 18 activity.


PCSO vehicle strengthens patient transport


The PTV inaugurated during the activity was among the vehicles recently donated by the Philippine Charity Sweepstakes Office (PCSO) to Kalinga.


The ambulance is expected to strengthen emergency medical services, particularly in transporting patients who require medical attention at healthcare facilities.


Hemodialysis machine adds capacity


The hemodialysis machine was donated by the Cordillera Golfers Foundation Inc. (CGFI) to the Department of Health-Cordillera (DOH-CAR), which later designated KPH as one of the beneficiary hospitals.


Four dialysis machines were turned over to DOH-CAR in March 2026 for hospitals in the Cordillera, with KPH among the recipients alongside hospitals in Benguet, Apayao, and Mountain Province.


The machines were acquired through proceeds from the third CGFI Golf Tournament held in Baguio City in 2025.


KPH Chief of Hospital Dr. Reynaldo Aranca previously said the additional machine would augment the hospital’s dialysis capacity as KPH serves patients from Kalinga and nearby areas.


With improved facilities, additional equipment, and continued support for healthcare personnel, the provincial government aims to strengthen KPH’s capacity to respond to the healthcare needs of iKalingas.


The improvements are also part of Edduba’s “LUMIN-AWA KALINGA” agenda, which seeks to improve government services and make essential services more accessible to residents.


For Edduba, the developments at KPH demonstrate the impact of collective action, with different offices and individuals contributing toward one goal: providing patients with better care while giving health workers the facilities, equipment, and support they need to serve effectively.


“Kas kanayon nga ibagbagak, dakkel ti maaramidan tayo nu ada mayamaysa nga panuno tayo, maymaysa nga goal. Itultuloy tayo agtrabaho tapno ti kasta ada met maibati tayo nga legacy kadagiti tao,” he said.


For the governor, the improvements at KPH are therefore more than infrastructure and equipment—they are a reminder that when government workers unite around one purpose, better healthcare and better public service become possible.
