‘Gov. James Edduba is top 3 best performing governor in CAR’ – Pulso ng Bayan

Tabuk City, Kalinga - Kalinga Governor James Edduba has once again proven his effectiveness as a public servant as he entered into the top 3 best-performing governors in the Cordillera region this year, based on the “ Pulso ng Bayan” survey conducted by the Social Pulse Philippines in January 2025.

The survey, carried out from January 2-7, evaluated the performance of the six governors in CAR based on public service quality, project implementation, citizen welfare programs, and responsiveness to the needs of their respective constituents.

Based on the survey’s results, Governor James Edduba ranks third among the other governors, garnering a 92.8 percent rating. 

Leading the rankings is Apayao Governor Elias Bulut Jr. with a 94.2 percent performance rating, followed closely by Governor Bonifacio Lacwasan Jr. of Mt. Province, who ranks second with a 93.4 percent rating. 

Trailing behind Edduba are Ifugao Governor Jerry Dalipog with a 90.7 percent rating, followed by Governor Melchor Diclas of Benguet with an 87.3 percent rating, and Abra Acting Governor Russel Bragas, who is last in the ranking with an 84.6 performance rating.

The Social Pulse Philippines survey sampled 2,000 respondents across the region and aimed to reflect public sentiment toward local governance. 

The survey respondents were asked about their level of satisfaction with the services of their respective provincial governments. These services include education, health, social infrastructure, transport, income-generating projects, emergency response, and environmental protection programs.
