Gov. Tubban approves temporary use of old provincial jail for Kalinga Veterans

Tabuk City, Kalinga―Governor Ferdinand Tubban approved the utilization of the old Provincial Jail as temporary office for the members of the Kalinga Veterans District (KVD), Kalinga Uniformed Personnel Retirees Association (KUPRA) through a usufruct agreement.


This has been decided during the meeting of the Governor with the organization’s President Mr. Harry Tibangay Sr. and other members today, May 12.


Drafted by the Provincial Legal Office, the usufruct agreement is the temporary use and enjoyment of another’s property with the basic obligation of preserving its form and substance and returning it at a designated time.

Last week, the members of the Kalinga Veterans District (KVD) reiterated the grant of lot donation that was awarded to them through Resolution No. 2009-091 during the regular session of the Kalinga Sanggunian Panlalawigan.


The resolution was submitted over a decade ago authorizing the donation of lot area of 800 sq. meters to the Kalinga Veterans District within the government reservation. However, the site was later occupied by the completed building of the Provincial Disaster Risk Reduction and Management Council (PDRRMC).



With this, the Kalinga Veterans District (KVD) proposed for their temporary occupancy of the old Provincial Jail building which was approved by the august body.


The KUPRA is a legitimate integral affiliate of Veterans Federation of the Philippines’. They are subsidiary of the Department of National Defense.
