Gov. Tubban underlines critical roles of revenue collectors for development

Tabuk City, Kalinga – With the recent awarding of municipal and city treasury offices in the province for their exemplary efforts in revenue collection, Kalinga Governor Ferdinand Tubban emphasized the important roles of revenue collectors saying the recognition should be a challenge for other local government units in the province to exert more efforts.


In his talk during the awarding, Governor Ferdinand Tubban said the collection of taxes is an indispensable part for development.

The effective performance of the roles of revenue collectors, he said, will benefit their constituents as taxes are the main source of fund in the provision of services to the yKalingas.

“I am grateful of the sincere efforts of the city and municipal treasury offices in their revenue collections. The amount collected is from the people in their city and municipalities which will go back to the people of their city (and) municipalities and they will benefit through the infrastructure developments, health care services, administrative services and all other government services of their LGUs," Tubban added.

Municipalities and the City awarded


The Provincial Local Government Unit of Kalinga awarded certificates to Balbalan, Pinukpuk and Rizal municipalities and the City of Tabuk in recognition for their exemplary performance in revenue generation which contributed to the increase of locally-sourced revenue of their municipalities and the province.


Balbalan Municipal Treasury Office was conferred the Top Ace Award for successfully attaining the highest over-all collection efficiency and having surpassed their target amount to be collected. Balaban has 169 percent efficiency rate.



This was based on the annual target of the municipality as set by the Bureau of Local Government Finance (BLGF).


BLGF is the forefront agency helping LGUs build financial literacy and revenue generating capacities and are the ones setting the Fiscal Year (FY) 2020 collection target for all provincial, city and municipal treasurers in the country.


For Pinukpuk Municipal Treasury Office, the PLGU accorded them the Real Property Tax Spiker Award for exceeding the amount to be collected by 11 percent. Pinukpuk gained the highest collection efficiency of 111 percent on real property tax.

Meantime, Tabuk City has a collection efficiency rate of 129 percent based on their 2020 Annual Target. With this, Tabuk City Treasury Office was given the Over the top award.

Rizal, on the other hand, received the Lancet Archer Award getting the highest collection efficiency of 189 percent on business taxes.


For 2021, PIO informed that the provincial government shall be granting more awards to high performing municipalities.
