Gov Tubban urged more support for youth leaders as counterinsurgency measure

Tabuk City, Kalinga -The 503rd Infantry Brigade, during the 2nd Quarter Meeting of Provincial Peace and Order Council (PPOC), reports a decline of Communist Party of the Philippines-New People’s Army (CPP-NPA) force in the province.


From 55 last quarter, the recorded non-violent activities of CPP-NPA went down to 33 this second quarter.


Also, more of their members have voluntarily surrendered and returned to the fold of the law during the period.

With this development, Governor Ferdinand B. Tubban is convinced that this is now the time to strengthen government support for the youth leaders as a campaign to counter the recruitment of the youth by the communist terrorist group.


Youth leaders, he said, should also enlightened on why local government declared the CPP-NPA’s as “persona non-grata” to make them realize the danger and damaging effect of being a part of the armed violence.


Tubban recognized the programs being maintained by the uniformed personnel, but asserts that more activities and information dissemination be made as he assured the support of the government.

“Diay ti ayan tayo tatta, ikkan tayo ti activities dagiyay ub-ubbing. Makita tayo met nga adda ngem naynayunan tayo pay, I hope ad-adu pay nga activities ta many times metten a nakaap-apan tayo ket maysa diay a makatulong,” the governor said pertaining to the effort in ending insurgency.


Moreover, Tubban urged the concerned offices as part of the implementation of the Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC) to plan their succeeding activities ahead of time and present these during quarterly meetings along with their accomplishments for efficient execution.


The Provincial Governor also reminded the council that communications regarding the activities concerning ELCAC should also be given to different agencies to give chance for them to present their “interventions.”


“We have so many projects ngem ti ammun ti tao lang han a na-iksplikar kanyada, so we lack social preparations -diay panang-iksplikar kanyada kadagiti interventions being undertaken by the national government through the different agencies,” Tubban said.


The provincial government, he assured, remains committed to finally attain peace and order in Kalinga and to end the insurgent activities especially in the recruitment of the young who usually fell victim after being lured to join the movement.
