‘Justice administration must be humane, orderly, and responsive’ – Mayor Abay on lot donated by Tinglayan LGU for jail facility

Tinglayan, Kalinga – The lot donation made by the Tinglayan Municipal Local Government Unit to the Bureau of Jail Management and Penology (BJMP) is part of the government’s commitment to ensuring the humane administration of justice and safeguarding the welfare of Persons Deprived of Liberty (PDLs), explains Mayor Charles Abay.


On March 4, the MLGU formally turned over the parcel of land it donated to the BJMP, represented by Delvic Oreiro. The lot, located in Ambato, is designated for the construction of a jail facility in the municipality.


In his message during the turnover ceremony held in Poblacion, Abay said the donation was not merely a transfer of property to the BJMP but also a declaration of the municipality’s commitment to institutional development and good governance.


He expressed the belief that the administration of justice must be “humane, orderly, and responsive,” noting that a proper jail facility benefits the public by ensuring security for the community, safety for jail personnel, and dignity for PDLs.


“We recognize that correctional service is not simply about custody. It is about rehabilitation. It is about restoring lives. And it is about maintaining peace in our communities,” he said, affirming the municipality’s continuing support and partnership with the BJMP.


Abay was accompanied by members of the Sangguniang Bayan, headed by Vice Mayor Alexander Malasi, during the turnover of the parcel of land to the BJMP.
