Juvenile delinquents in Tabuk City declined 33% in 2020

Tabuk City, Kalinga – The number of Children in Conflict with the Law(CICL) and Children at Risk(CAR) in Tabuk City dropped by 33.3% last year, according to data of Social Protection Unit of the City Social Welfare and Development (CSWD).


A total of 24 CICL and CAR cases were recorded in 2020 while 39 in 2019. Additionally, of the 24 cases last year, 10 are CICL and 14 are CAR.


CICL are individuals below 18 who are accused of committing offenses under the Philippine laws, while CAR are those who are vulnerable to and at risk of committing offenses. According to 2019 Revised Rule on Children in Conflict with the Law, included in this definition are children who violate ordinances enacted by local governments.



Reasons for the decline of juvenile offenders


Marinel Dorgay, Focal person of CICL and CAR, related the decrease to the extensive Information Education Campaign which their office conducted in 2019. She added that she also obligated the kids under their care and their parents to submit a monthly report to monitor their intervention plan.

Dorgay added that the pandemic might have contributed to the positive decline of juvenile delinquents owing to lockdowns which prevented kids from wandering away from their home.


Since minors were not allowed to go out and meet with their peers, they have been saved from bad influence. According to their observation, one of the factors contributing to the commission of crime and the vulnerabilty of the children is peer pressure.
