Kalinga Budget Office explains procedures of funding projects

Tabuk City, Kalinga – Administrative Officer Eusebio Manadao of the Provincial Budget Office, through a radio program, said that the public–meaning individuals or groups– could not directly go and ask for project funding from their office.


Manadao, through “Isangguni sa Ating Gobernador,” said that there are laws, guidelines and processes to follow on how to get funding for the public’s project proposals.


“All projects that emanates from the barangay should be within their Annual Investment Program (AIP),” the Administrative Officer pointed out, directing the public to endorse their proposal to the barangay officials first and not go directly to the province.



Programs and projects that cannot be addressed by the barangay, including those needing considerable funding, he said, should be forwarded to the concerned municipality or city.

The Administrative Officer reiterated the need for each project or program proposal to have a corresponding AIP number or item code being issued by the Provincial Planning and Development Office (PPDO).


Without the AIP code, the efforts made in processing the documents will not be honored, he said.


According to Manadao, Road Construction and Development is the highest-funded projects in 2020. This is because the provincial government, under the administration of Provincial Governor Ferdinand B. Tubban saw the need to improve the province road network as part of the economic sector development.

Social projects related to construction of district hospitals and facilities for the pandemic are next on the list.


For the year 2021, the Provincial Budget Office has an estimate budget of P1.2 billion to address various programs, projects, and activities in Kalinga.


Manadao appealed for the public to continue supporting the programs of their local officials, especially the governor.


“Ta nu awan iti panag-maymaysa ti pagilyan wennu organisasyon ket narigat a magun-ud dagiyay arapaap tayo, so let us work together as one, united in the realization of our programs, projects, and activities for our dear province of Kalinga,” Manadao said.


He reminded that offices at the capitol are always open for the public.
