Kalinga communities get lifeline from Handog ng Pangulo 2026; Vital government services provided to hundreds

TABUK CITY, Kalinga — Hundreds of iKalingas from across the province accessed a wide range of government services, assistance and opportunities during Handog ng Pangulo 2026: “Serbisyong Sapat Para sa Lahat” held on September 14 at the Kalinga Sports Center in Bulanao, Tabuk City.

The activity brought together national government agencies, provincial offices, local government units and partner institutions under one roof, making essential public services more accessible to residents.

Beneficiaries availed themselves of assistance and services covering employment, livelihood, health, agriculture, education, social welfare, legal concerns, business, financing and government transactions.

Among the services offered were the DOLE TUPAD payout, livelihood assistance and GIP stipend payout; DOST-CAR scholarship and information services; DICT Starlink internet connectivity; PSA National ID registration and civil registration services; PhilHealth member assistance; DAR and DENR title distribution; and TESDA training enrollment, toolkits, allowances and certificate commitments.

The DSWD-SWAD Kalinga and Provincial Social Welfare and Development Office (PSWDO) also provided financial and livelihood assistance, while the Office of the Provincial Treasurer facilitated the Bawat Barangay Makikinabang Financial Assistance.

Other participating agencies and offices included OWWA, DepEd, OPENRO/PMRB, Bureau of the Treasury, Office of the Congressman, DA-APCO Kalinga, BPI-NSQCS CAR Satellite, Kalinga Provincial Hospital, PNP, SSS, Pag-IBIG Fund, GSIS, CSC, DBP and NIA, among others.

Bringing government closer to the people

Handog ng Pangulo 2026 is a convergence or one-stop government service activity designed to bring various public services together in one venue, allowing people to access assistance from different agencies without having to visit multiple offices.

Held simultaneously nationwide on September 14, 2026, the activity reflects the government’s whole-of-government approach to making public services more accessible and responsive to communities.

For Kalinga residents, the activity provided a convenient avenue to access assistance and complete government transactions while learning about programs and opportunities available to them.

For the Provincial Government of Kalinga, the initiative complements its continuing efforts to improve public service delivery, expand opportunities, strengthen communities and promote inclusive development across the province.

More than a one-day service caravan, the activity highlighted the value of bringing government institutions together so that services reach the people who need them most.
